The main thing, IMO, to keep in mind is that the "weak" characters aren't so
weak because even the powerful characters aren't that powerful. There are a
few exceptions (Goliath and Bomber come to mind), but basically give a
Hacker AP rounds and he should be okay... ;)
At least, that seems to be the approach that Matt Forbeck was taking, with a
lower scale of "super heroics".
The alternative is if you're going to give the Healer and Hacker combat
options, why stop there? Lazarus, Translator, Genius, Ratmaster,
Interrogator, Hunter... they could all use some kind of boost, debateably.
