<<So this movie has obvious BNW applications. What I thought would be
interesting is a villain that has decided that there are not enough deltas
in the world (or is trying to gather data on delta creation, which would
actually be more interesting and diverge a little from a carbon-copy of
the movie) so he causes major "accidents" and then looks for reports of
survivors. There are lots of things you could do with this:

1. DP actually has a special team that goes out to accidents and
"interviews" survivors looking for new deltas. The team could include:
Hound - to sniff out new deltas
Charmer - to help persuade them to join DP
Flyer - to catch ones that try to get away
Goliath - to impress them into service
etc.
The team could also serve as a red-herring, making the team think DP is
causing the accidents

2. The villain could actually tailor the accidents to the type of deltas
he thinks are needed. More toughs? Train wreck. More chargers? Accident at
an electrical plant. More aquarians/were-sharks? Sink a ship. Etc.

3. The heroes could learn (if the villain is made a long term adversary)
that the incidents that awakened them were actually orchestrated by the
villain.

4. I picture the villain being hacker, or maybe a genius. He doesn't have
to be a combat monster, and him being a hacker would give him plausible
access to secure areas that he would need to cause the accidents, and the 
data that follows.

Other ideas?
