I would say that it doesn't apply as there is already a quirk that
detracts from init. rolls (slow, right?)
I think what clumsy should really apply to is things like catching
something that's tossed to you or running across the roof of a
shaking/collapsing building. There is no skill for these rolls, so it
would be a straight speed roll, and here the clumsy penalty should apply.
