Clumsy says something to the effect of "+2 to any unskilled Speed
roll." Does that include Initiative?
If not, it seems a bit high priced (-3) to me -- unskilled rolls
don't seem to come up very often.
By pure logic alone, i could argue either way. And a raw Attribute
roll is different from an unskilled roll (which takes into account
higher difficulty number, etc). But I still think a -3 Quirk should
come up more often than just when the char is trying to do something
he has a 0 level skill in.
