[BNW] A Bouncer question

I have a question about just how the Bouncer package
works. Do they actually bounce like Speedbll and Toad,
or are they just hyper agile like Captain America,
Daredevil, and Spider-man? I have a player who wants
to run a Bouncer and I'm a little unsure about the
abilities. I tend to lean towards the latter, but my
player thinks its the former.
