Grant Morrison beat you to it.  Her name is Crazy Jane and she was a member of
the Vertigo line Doom Patrol.  She suffers from multiple personality disorder,
and each personality has powers.  There are around a half-dozen recurring
personalities, with others popping up at strange times.

Its still an interesting idea.
