The 'Lucky' Quirk gives you an extra Delta Point (BNW, p126)

Are they meant to be session-only adds, until used, or permanent
adjustments? How do you all play it?
Every Delta hero gets 3 Delta Points at the start of each session and any
unused disappear at the end of each session. The rules say any Delta Point
rewards are session-only (or next session only, if awarded at the end of the
game), use them or lose them (BNW, p201). I let the reward points carry
over, but the reward point is the very next Delta Point used by the
character. (If the player somehow goes two sessions without using any Delta
Points - completely unheard of in my game - I'm not going to penalize them
by taking back the reward they earned).

I don't think I would use this. First, I won't ask a player to permanently
lose a Delta Point. None of players would even consider it - nothing is
worth that much. Second, it just seems like too much bookkeeping. Third,
any General (non-Package-specific) Trick can be used, even if the character
does not have it. It just takes 3 extra successes, instead of 1 (BNW, p82).
I think, if they want to use a Trick they don't have, spend the Delta Points
normally to boost your roll and get the 3 extra successes to activate it.
The Delta Points will come back next session and it shouldn't take long to
earn the 10 xp to out-n-out buy the Trick.

I won't let people buy them with xp - it would be unbalancing if people had
different amounts - but I did award one once.
I ran a brutal, 18-session story arc (which killed 4 PCs, 156 DP agents,
400+ civilians, included a 2-session long fight and, in the end, Evil
Unlimited won, even though the PCs caught some of them). At the end, I
awarded a permanent Delta Point to the survivors, along with their xp.
Just my two guilders . . . (wait, that's the other game . . . )
