It's the best possibility so far, but the problem with that is If the
generator is outside the field its a target for every free delta who wants
to get his buddies out of jail. The thing would have to have a twenty four
hour delta guard, and probably have to be hidden underneath the prison
itself (so the deltas would have to go through the prison and down to be
able to get to the thing.

also the arrays would probably need to be maintained as well, wouldn't they?
