I have been guiding for a while, and I haven't found this to be a problem.  
The goliath in my group did improve his strength, and the blaster improved 
his shooting skill and speed.  The goliath does more damage than when we 
started, but the blaster does too.  Buttercup (the blaster) gets more 
successes, so he can use Extra Damage and knockback (to slam people into 
objects).  The same goes for most packages we have played; although you 
can't directly improve powers, improving skills, improving traits, and 
buying tricks indirectly improves them.  Hope I helped.
