[BNW] Question about improving delta powers

Hi All,

I'm sure this has been asked already, so apologies in advance, but I was 
wondering if:

1)  You guides out there allow the heroes to improve their powers, e.g. raise 
the die number on an energy blast, increase the rating of armor, etc.?  I 
can't find a rule for it anywhere, which either means you can't, you can but 
as a guide you have to come up with how to handle it on your own, or I just 
missed it in the book.

2)  If you do allow delta powers to be improved, how do you do it?

Any input on this would be much appreciated.
