I had the same problem with the bomber in my group.  We had stuff about
bombers up here about a month back.  If I can find the old posts, I'll do a
synopsis of what was discussed.

What I have done in order to tone them down the bomber is to say that an arm
and a leg does 2x damage and the torso does 3x damage.  Full damage
explosion odes damage as listed in the book.

Like you, the ripper took the biggun, followed by the 'security force' in
the area when his other arm went off.  Mind, collateral damage is cool -
just drop a building on his head next time he detonates.  That really makes
them think.
