the goliath seems more earth like, the tough would be more akin to a
diamond.
as for the phaser and water, with their restriction of not being able to
pass through electrical wires, it seemed appropriate.
Think condensation for a justification.
or you could alter the underwater race presented in bnw...
one could also look at water as a blaster: the force of  a river and armor
proving that water is hard to harm....
