Actually, Skill-wise, _all_ you can do for a skill is buy pluses. Your dice
in a skill is limisted to the governing attribute (as per page 194 of the
rules).

I was confused on this too, originally. I think he meant that by spending
experience, you could eventually get 10 skill levels in Hacker, which would
give you the equivalent of an existing Skill Package.
However, a Hacker can do Tricks that a non-Hacker computer-type can not.
Which doesn't make much sense, since the Hacker Tricks seem like the kind of
thing non-Delta Hackers can do. That one's something for Matt.
