 you can eventually buy dozens of dice in a skill, but so could the Hacker 
(or 
 any of the other PP that gain a Bonus as a power) and they would STILL 
 theoretically do better BECAUSE of the bonus.     Besides....is it REALLY 
 that easy to save up / exclusivly spend 55 points??!?     Not in my games!

   No you can't buy a power package.   But you can buy lots of levels in a 
skill.   So if you want to spent 55 pts you can get a 10 computer skill which 
means smarts+10 on a computer roll.
