Well, that's kind of up to the Guide.  Every session that I ran during my 
short-lived campaign, at least one of my players tried to have his character 
do computer research.  And this was characters who were _not_ Hackers.

Unfortunately, the Sneak power package (by simply providing a bonus to 
Stealth) doesn't really convey that very well, IMO.  I agree such a 
Shadow-esque or Invisibility-type effect would be cool.  Although if such 
powers were added, then they would probably be too "overpowerful," 
comparatively speaking.  After all if Sneak is considered to be about right 
power-wise, than a more effective Invisiblity or Blend-in-Shadows would be 
too powerful, Delta-wise.
