One thing to remember is that Covenant deltas can only have one power active at a
time - the way they're written, they're a bit like Bargainers in that they have
access to a wide variety of powers, only being able to use one at a given point in
time.
Bargainers get the full package if they Mimic someone's package, and can even buy
tricks for that package if they want, but they have to have someone to mimic from.
The Covenant get 'lite' packages, and for the most part cannot get
package-specific tricks to augment them, but they have the advantage of being able
to call on a particular power without having someone else with that power around.
I don't think Bargainers are overpowered (except for the cheesy Goliath Bargainer
=), and I put the Covenant at about the same level, myself.
