Like many games, the assumption seems to be that HTH types take no penalties 
and occasionally gain a bonus (the case in Deadlands and HoE, although not 
in BNW).

Which means...there seems to be no real combat/game mechanic downside to 
shooting someone, and several advantages.  You can buy AP bullets (which is 
somewhat justifiably for HTH weapons, but not as likely, IMO), damage tends 
to be a bit better (unless you're a super-fighter type), and your TN is 5 at 
close range modified by your skill level, rather than (5+their HTH fighting 
skill level).

If you want to kill someone, I'd have to agree there seems to be no real 
downside to guns, or any inherent reason to choose HTH over fire combat.
