Why not? He's certainly portrayed as the villain of the storyline, and the
only one who is really "in control." If he dies, he seems to have no
successor or anything to take over (is there a vice president?). It's hard
to believe any subsequent power struggle would leave deltas and/or the
Defiance worse off.
It comes back to the "active vs. reactive" thing I mentioned earlier. If
your campaign is "reactive," then it won't happen unless your Guide builds
an adventure designed around it. So in that case, no, you probably won't
see a bunch of PCs trying to do it unless the Guide lets you do it.
But if your campaign is active, and the PCs express an interest in doing
it...well, we're back to either you letting them do it and planning
accordingly, or saying, "Nope, sorry, you don't get to do what you want your
PCs to do along the way of an adventure."
And if they come up with a good plan such as the teleporting one mentioned,
the Guide will have to come up with a reason why it won't work. Unless the
Guide wants to take a serious right-turn from the way Matt seems to be
taking the "world" at large.
Of course, if your campaign is "active" and they don't express an interest,
then you're covered. I suppose some players might reject the idea as a
rather tasteless one. "Yeah, let's get up on a book depository in Crescent
City and have our Gunner take a shot at Kennedy! Cool!"
In any case, it really boils down to what kind of security precautions
Kennedy (or any other public figure) takes when going public (as they seem
to do, judging from the picture in question). And what precautions they
_can_ take given the wide range of possible delta powers arrayed against
them. Not to mention what happens if one of those Alphas who breaks out of
prison decides to get it into their head to go after someone major and
public...
