But it was revealed that he was the one who set up the detonation of the 
bomb (main rulebook, page 211).  One imagines Kennedy/Facade was hunkered 
down the whole time he knew Devastator was active in Chicago with the bomb 
ready to go.  He was probably off to Camp David or the equivalent out of the 
public eye at the time, as a cover story, and cocooned in a nullification 
field.

But in his daily (weekly? monthly? whatever) public appearances (and he must 
make some - otherwise why show us a representational picture of such an 
appearance?), surrounded by Delta bodyguards, the use of a 
power-nullification field to protect against a kamikaze Teleport would be 
both much more noticeable, and harder (if not impossible, apparently) for 
him to avoid the effects of himself.
