While re-reading the Wild Card series, my thoughts on this were that if it 
were limited to Ravaged Planet-stated ranges, this wouldn't be too bad.  But 
it should be a "projecting teleport" only, and the Delta with the power 
could _never_ teleport himself.  Probably some kind of Shooting roll to hit 
would also be required at the very least.

At least in the WC series, the character with this power must specifically 
teleport them to a location he himself occupied (not just one he saw).  So 
no mid-air 40-story-high teleports (unless a Flyer character boosted him up 
to the particular spot).
