Well... what I've been doing with "delta drugs" is the central plotline. 
A few things I've take into account are 1) The federal government really did
run experiments on people in the past by circulating LSD; 2) Many athletes
would do just about anything to make themselves better athletes; 3) A chance
to be as powerful as Delta would be difficult to resist for many people,
regardless of the consequences. 
   This lead to Delta Drugs. The Delta-roids have a noticeable effect on
anyone who uses them. I'm giving it a + 5 to strength and speed. This takes
only a matter of days before it builds up. The downside is a much
accelerated version of what regular steroids do. You heart problems,
possible cancer, high aggression levels... too high to be able to function
in the real world. For a few lucky people, the drugs will trigger the delta
change. Many delta with continued usage will suffer the same problems. I
also looked at folks like Lyle Alzado... one of minor NPCs is a fella who's
been out of high school a couple of years and is now undergoing leukemia
therapy because of the drug side effects and he didn't turn into a delta.
Lots of real life that's scary enough without adding being stalked by the
government. I am also suggesting that the feds are using these drugs in the
Delta Academy as part of the condition. I'm thinking a little of the Hourman
stuff from DC as well as a little of the Brat Pack(great mini series by Rick
Veitch) where one of the 'heroes' trains his new sidekick by making him mean
and pumping him full of steroids.
 These tell a lot about what I'm doing with it. Don't make assumptions
though...the characters might be a more powerful briefly... but not for
long.. soon their states begin to deteriorate permanently and eventually
they will undergo a painful and accelerated death. Not pleasant at all.
