[BNW] Another Odd Question *possible spoilers* [Matt]

This one isn't a rules question or anything, but we just wondered:

What exactly is going on in the picture on page 7 of Ravaged Planet?

This seems to be referring to something that is mentioned in the "Truth of
the Matter" section, back on pages 147-148. Since that's possible spoiler
stuff, I'll discuss it a bit after some space...

Presumably this is Wilbur Jeffries. It looks a little like an older version
of Jeffries shown on page 10. But even allowing for dramatic license on the
artist's part, this picture doesn't make much sense.

Where did Patriot get rope to tie Jeffries up with? Were the guards trying
to give him a hint...? ;)

Jeffries really doesn't look like he'll be going to the prison hospital (as
per the narrative), based on his condition in the picture.

Jeffries is conscious - is tying a guy up who can literally explode every
part of his body going to be very effective?

Okay, so Jeffries and Patriot don't have their powers - not unreasonable,
given that they're in New Alcatraz. So...why did Delta Prime send a
powerless Jeffries up against Patriot in the first place?

Truth of the Matter mentions that Delta Prime arranged for Jeffries to take
on Patriot. And Patriot doesn't realize it. But...Jeffries is in Patriot's
_cell_. How does Patriot think Jeffries got into his cell, if not without
outside help?

Best case scenario seems to be that, assuming it's Jeffries in the picture,
Delta Prime arranged with the guards for them to get a powerless Jeffries
into Patriot's cell in the hopes that he could go up against an experienced
covert op who is presumably pretty competent and a good fighter even with
the lack of his Blaster powers. Obviously, DP is trying to make it look to
the public that Patriot died at the hands of an old foe, but why would they
care if Patriot knew that? Plus, why bother when you control the major
media outlets anyway and can get any story out to a gullible public that you
want?

Anyhoo, Patriot defeated Jeffries pretty handily (do they let Patriot stay
in his cell with his battle armor?) and ties him up with some convenient
rope.

*shrug* That's assuming that "Truth of the Matter" is being...well,
truthful. Since to some degree this is laid out as a unfolding
story/mystery kinda thing, the picture is presumably a clue or plot point,
or is conveying some kind of plot point important enough that it isn't even
discussed until the No Man's Land section.

Hey, it's nitpicking, but there seem to be a lot of nits to pick here... :)

Also, just as a note, is Jeffries a Delta or an Alpha? The ability to blast
off pieces of your body, or your entire body, seems a bit more...powerful
than your average Delta. It presumably gives you some Blaster-type
equivalent damage, and how could you successfully be tied up or grappled
sans power negator? There seems to be some "range" to the power, depending
on how much of your body you want to blow away (Jeffries trashes most of a
city block in one shot!). So it's not limited to just hand-to-hand or
touch.

Presumably we'll be seeing more of him along with the new Patriot (Patriot
III?). Just noting some stuff here.
