[BNW] Rules Fo-Pas?

Hey, couple power package obscurities:

Scrapper- He's unregistered, he has a public ID, but he's not Wanted.
Doesn't it say you have to be under the unregistered quirk description?

Gunenr- He's got a wanted quirk with -3. IIRC the wanted quirk is -5 and
he's a vet anyway so he can't take the wanted quirk at all?

I don't have the books with me, so I may be missing obvious stuff here...
