As I recall, in the original book it was this way, and
then changed in Quick and the Dead to the HOE system
(where you could use skill points to buy edges).

It's true, a big difference is that BNW uses different
trait based skill pools.  Here's an idea to stop
players from abusing the system.  Have them cancel out
positive and negative quirks first.  Afterwards any
points gained can be added to any skill group and any
points lost can be spent for by any skill group (or
colleciton of groups).
