You're right...it's not in there. I made a bad assumption :(

I'm not sure if you are familiar with Deadlands and Hell on Earth or not,
and as a BNW player it shouldn't matter if you are or not, but...in
Deadlands, you may not buy Edges (PQs) without buying an equal or greater
number of Hindrances (NQs). In HOE, Edges and skill points come from the
same pool, and Hindrances are separate (the same thing you're suggesting for
BNW). According to info obtained from Matt while putting together the BNWCG
program, BNW works like Deadlands, not HOE. Personally, I like the HOE way
better, and wish all three games used the same system, but PEG doesn't
consult me on design decisions :)
