We agree with you, that seems to be the intent. However, nowhere on Page 61
of the rules (or anywhere else) does it actually state that. What section
of the rules are you citing to come to that conclusion?
The only seemingly relevant sentence says, "Positive Quirks cost you that
many skill points, while negative quirks give you extra skill points.

Ummm, yes they do, see above. The problem (if you want to call it that) is
that Skill Points are Skill Points are Skill Points - your d6 of Attributes
and NQs give you Skill Points, and actual skills and PQs cost you Skill
Points. There is no stated limitation on what can be spent on what.
Certainly, it would seem that was the intent, and I would insert it into the
rules/errata/whatever as such, but it isn't actually stated anywhere.
