Correct.

This is not correct. Positive Quirks may only be bought with points gained
from Negative Quirks, like in Deadlands. I don't think this is explicitly
stated anywhere in the RB, but is implied. Matt has stated this as well in
answer to a previous list question...it should be in the Accumulated
Rulings.
Swapping points allows you to get an extra point or two on a skill that you
just "have" to have. It's not point-efficient, but it's there if you really
need it.

You can do this, but not by the method mentioned above.

True, but the rules never say that you can use Skill Points for PQs. I agree
that it should have been more explicitly stated.

A starting character may have upto 5 points per attribute, but with only 12
points to spend they go fast :)
