[BNW] How fast is fast?

I was thinking about something. The bouncer (and definitely the speedster)
both get bonuses to there init. and pace. This obviously indicates that
they move faster.
My question is, how much faster? Does the bouncer move fast enough that
someone would look at him and say, "Yep, he's a delta." Or would they just
see that he was really fast? I guess it goes to a question of how obvious
some of the power packages are and how hard it would be for those deltas
to "hide their deltaness" while using their powers (obviously for ones
like blasters and flyers this is a moot point). Has anyone come up with
any rules/guidelines for this?
