The way to handle Toughs is to keep in mind their limitations. They don't do
as much punching damage as a Goliath or a Scrapper, having to use tricks to
gain plusses to damage. All you have to do is keep them occupied, and don't
worry about hurting them. So he doesn't take wounds. How does he explain the
shredded clothes and mask?
Or, there are other ways to counter them. Knock them off the building.
Falling damage gets nasty - fast! And if they're ok, their Pace is not so
high as they can get back immediatly.
Another is to have the Goliath pick them up and just hold them. They won't
be able to get out of that grip easily. And then the Goliath can use their
new handy-dandy club against their targets, without the club breaking like
phone poles are wont to do. When they're done, toss the tough at a flying
gadgeteer/armourgeddon/flier, or just into the river. If you want to be
really mean, toss 'em at a car (BOOM!)
Toughs may be hard to hurt, but it can be done. AP ammo works well against
them, and all armourgeddon suits have...well, there are players here. ;>
Being hard to hurt is their schtick. Let 'em have it. They can't do the
massive damage of a Goliath or Scrapper, just more armour. Read any book
with Juggernaut in it. Just because you can't be hurt, doesn't mean you
can't be affected.

free right about...
