As a rule, I allow players to gain quirks only through play. In some cases
(such as Iron Jaw), I'll say "OK, you've just had the holy hell kicked out
of you for the seventh time this week. We'll call it chin conditioning.
If you want, you can spend three times the cost of Iron Jaw in XP to gain
the quirk."
Or something like that.
