Well, I did suggest a similar idea a few weeks back as
a bargainer villian based adventure using 'Delta
Drugs'.  Likewise soon (I hope) I'll post some info on
'quads' or non-delta deltas :).  In the meantime
though you have inspired me to suggest this idea:


Rads (-5): Not all deltas are created equal.  Some are
a bit stronger than their brothers, some are severally
weaker.  Rads get the best and worst of both worlds. 
No one is quite certain how a person becomes a rad,
except that its rare.  Maybe it's a failed suicide,
radiation poisoning, magic, or chemicals.  What is
known is they arn't true deltas, nor can a delta
become a rad.  There are three levels of being a rad. 
When they first become a rad they exhibit some delta
powers, but at a weaker level (treat like a neutered
delta).  At the second stage they are on par in
strength to the average delta.  In the final form they
have above average abilities, followed shortly by a
tragic and messy death.  This is a one way road, like
a candle burning faster and faster before it
extinguishes itself.  
When a player chooses this quirk he can start at any
of the three levels.  At the beginning of the playing
session roll an unmodified Str roll (just the dice
only, no goliaths cannot add their bonus) with a TN of
7.  If they succeed there's no change in their status.
 If they fail then they will move up one step by the
end of the session.  Failing in the last form
(super-delta) will lead to death by the end of the
session (normally in a method related to their powers,
ie: Speedster's molecules move so fast they seperate,
Goliath turns to stone, Blaster explodes, etc).  There
is NO cure or reversal for this, nor can Delta Points
be used on this roll.  An example of how it works:
 Genius-
  Stage one: +3 to smarts
  Stage two: +5 to smarts
  Stage three: +8 to smarts
  Stage four: think Flowers for Algernon  

As a note, I wouldn't suggest forcing players to take
this disadvantage since they won't last more than a
few sessions.  If they choose to take it, it's their
own fault.  This is more for npc allies or villians.
