So it's effectively 7d6+5 to the head, average 2
wounds if it hits.  Not really all that overbearing,
except that after a couple of rounds you can kill your
target (RoF 1).  Probably a good general rule would
be, if they can hear, they can be affected.  You are
right though, I think power based armor should protect
against it.  Maybe this should be a general rule,
power based armor always protects the user.  Would be
nice if we got some clarification about this from
above :).
