I'd say it couldn't be taken with Obvious either.  I
had thought of a similar idea called Not Obvious.  The
jist is the player looks nothing like a Delta (and has
a bonus to avoid detection).  The player tends to get
overlooked by Delta Prime and on a successful roll can
even manage to convince people who have witnessed him
using a delta power that he's really not a delta (make
it a tough roll, TN 20 or 30).

On a similar vein I was thinking of a twist on
Obvious.

Not always obvious: (+2 pts)  While the player is
USING his Delta powers, or pretty much whenever he
wants, he appears in his obvious form, but when he's
not using his powers he appears just like any other
reg.  This is not shapechange per say.  He only has 2
forms.  His normal form he had before he got his delta
powers, and his powered up form.  This is a step above
secret identity as both forms look vastly different
(throw away that fake glasses disguise).  The only way
someone would be able to detect the two forms are the
same person would be through DNA (which doesn't
change) or by seeing the transformation.  Maybe as a
side note make a rule that anytime the player fails a
psychological check, his obvious form manifests (he
has savage and you made him angry, now he's big and
green).
