    The problem I see with this is that it means it is possible to say that 
 one power is superior to another.  By this I mean that a Gunner can with one 
 part of his power negate the main power of a Tough which to me makes no 
sense.
    After all if they could ignore natural armor then why do they need AP 
ammo?

    You also have to remember that certain poeer packages will have 
advantages over another. Just because it's powerful as compared to one, does 
not mean it's superior. They have their own uses.  Who said they need AP ammo?
