   If they normally project beams from their eyes and not hands this is true. 
 But being able to shoot from their eyes when they can't shoot from their 
hands (say they are cuffed by something they can't break and in stead will 
fry their hands) is an advantage thou if it is worth a full trick I am not 
sure.
