Yeah, this is actually a good point.  We need to know more about things like 
this to have an idea how much muscle, and what types of muscle Delta Prime 
can bring to bear.  If they're using gadgeteers to build and maintain the 
suits, and trained Special Ops forces to fly and fight in them, one must 
wonder what the rate of disenchantment is amongst the DP gadgeteers.  Sure, 
some of them will be more than happy to play "Q" to the SO "Bond", but how 
many of these creative spirits will be happy to work their hearts out, only 
to have their creation returned to them blasted, burned, ruptured, dented, 
etc., and be told, "We need it ready again by Friday"?
     Also, are there power packages that manifest more commonly than others?
