[BNW] Another stealth question



So.....

How good *is* stealth??

Consider the sneak (yes, played by one of those gamers in my game that
likes to cause problems).  Stealth +10.  That's incredible good, as long as
you don't botch.

Here's the problem: The Sneak seems to want to use it as invisiblity! Thus
far, he hasn't done anything that I've felt too bad about, but I think the
potential for abuse is there.  Or am I overreacting? Should I let the Sneak
have near-invisiblity, as long as they follow the general guidelines that
go along with the skill? (must be in near darkness, you can't 'disappear'
when anyone is watching you, etc).  Consider this situation:

Picture a residential street, around midnight.  A home of a suspected Delta
has been trashed, and the CCPD are swarming about, investigating, going
door to door asking questions, etc.  CCPD cars are all over (as well as a
couple of DP cars!).  The Sneak wants to... sneak.. up to one of the cars,
pick the lock on the trunk (yes, he has an incredible skill at it) and take
the goodies.  He's expecting grenades and such, but that doesn't come with
every PD vehicle (or does it in the BNW world?!?).  Regardless, my question
is this: Can a sneak do these things, utilizing his power, and not be
seen??  My take on it is this, and tell me what you guys think: He can
virtually walk among them (as long as he doesn't do anything too
'non-stealthy') with a successful stealth roll vs their perception.  But
the moment he tries to open a door, pick a lock, etc, they get a *new* roll
(those that are around, that is), with a slight bonus for the sound of the
trunk opening, etc.

What do you guys think?
