Experience points are of much lower value than character creation
points,
due to the changes in costs post-creation.  Five character points can 
buy you +5 in any skill, which costs 3+6+9+12+15=45 experience points...

And for getting Veteran, you get (effectively) two -5 Quirks (Enemies
and
Wanted)...

Actually, I'm wondering if the 5 points isn't the typo, and it was meant
to be 10 points (10 points to spend, 10 points in negative Quirks)...

That would give you enough to buy a Trick...
