Making double-tap a feat is more for game balance and mechanics than
reality, or so I believe after some tinkering with it.  At low levels,
say 1-3 level, this can be devastating in combat, given the relatively
low HP amounts, and depending on damage rolls, as well as the weapon
used.  A further "restriction" should be that only pistols with a
"Semi-Auto" action listed can be double-tapped.  Revolver's just don't
cycle fast enough to be double-tapped.  Adding at Str 10+ requirement,
for recoil, would also be accpetable.  One thing to keep in mind through
all this: This is a fantasy game, and the mechaincs themselves don't
support to great a degree of "realism."  Combat and damage is abstracted
to a degree that some specifics cannot be supported, without "breaking"
the mechanics.
        On a related note, in regards to using weapons on Automatic fire.
 Should it have a to hit penalty for shooters with less than a 12 STR? 
Anyone who has ever fired a small arm on full auto knows that even with
"small caliber" weapons, the drift from the recoil can throw off your
accuracy, with out at least a decent strength.  Any thoughts on this?
