I know the Adept can only cast spells of his or her level divided by 2
(rounded up) or lower.  I believe the same holds true of Blood Mages as
well.  Otherwise, you are correct, they must know the runes, have the
fatigue, and make the roll.

I am assuming a Blood Mage or OSI Adept can cast any spell for which they
know the runes and can deal with the fatigue/chance of failure? I do not
see any 'spells per level' type chart as the Chaplain has.
