I pretty much agree with you on everything but this. I haven't read where it
says that the spotting round does not deviate. 


Pg 93: "If the roll is successful the attack is centered on the desired
target point. If the roll is failed, the attack is centered on a new target
(continued on next page.) point 2d10 yards in a d 12 direction from the
desired one."

A spot does NOT deviate when the artillery roll is successful per that rule.

The problem you are having is you are trying to add the deviate rules for
the "fire for effect" to the spotting shot.
