[risk] New Combat Modes



The risk engine now supports 4 combat modes...

normal - what we've been using

skewed - attacker * 1.16 v. defender (then apply the "normal" algorithm)

proportional - largest force wins.  Loses a number of armies proportional
        to the total armies lost / total armies.

random - honest by gosh dice used in typical risk fashion, extended to
        handle more than 2 players + the cases where there are no defenders.

When a risk game is started with the "challenge" command you can specify
the "mode" with...

    Subject: risk challenge -MODE USERID1 USERID2 [ ... USERID6 ]
