Yes, you seem to be doing it correct.
the body of the message should be as this example:
mal 1
wus 2
ven 2
the territories should be owned by you of course, and all the numbers
should add up to 16 (for the first deployment).  I am not sure if the
territories are case sensitive (use only lower case letters?)  also,
you do not use the continent names (NA SA EU AF AS AU).  and place one
deployment per line.

one last thing, Richard may have deactivated the Risk engine because
of the current litigation with the Hasboro company, I have not checked
this myself.  you may wish to send a command such as "risk show 111"
and see if you get any kind of response.
