Yes, you are allowed to move from one region to another.
You may move any or all troops in the "source" region
to their "destination". You may NOT move the newly arrived troops
from the "destination" region again. But you can move any troops
that were in the destination region forward.
Example
a A3 <-> b A2 <-> c A5
I could issue
a 3 -> b
b 2 -> c
I could move do
a 3 -> b
b 5 -> c
Since b only started the turn with 2 troops, only 2 troops can move
from there.
