Have you given lots of praise when he goes outside?  As was 
suggested, contact your breeder.  They know their lines and can offer 
support.  RESCUE is not the magical solution.  Rescue is now so over 
burdened that they cannot help all the dogs in dire need. Oh, one other 
question, at what age was he neutered?
