It is most often available at a health food store.  Usually in capsule form.
Another alternative is flax seed oil although this does give some dogs the
itchies so if you use it, keep an eye out for reactions.  Most find it good
though (and I use it on and off as an alternative to the fish oil).  Dogs
with skin conditions do better on the fish oil though as it is more easily
converted by the body.

Yes, cod liver oil is a fish oil, but a different type of fish oil, being
made from the liver of cod as opposed to the 'body' of fish such as salmon.
