Try moving close to an airport.  We live about 20 minutes from DFW and 
Eliza, who was horribly afraid of thunder, became desensitized fairly 
quickly.  It was kind of interesting.  Of course, if it is a severe 
thunderstorm, she is still looking for a place to hide.  It's not a fun 
problem and I wish you luck.
