Here are the arguments against this bill:
1.With the DDAL win in Federal court, a person who breeds even
one litter of
puppies is deemed a puppy mill subject to inspection and
licensing.
2. This bill does not acknowledge that there are hobby breeders.
3. Hobby Breeders are already subject to record keeping and care
standards under AKC rules. AKC has been inspecting kennels for a
number of
years, including hobby breeders, and those who do not keep
correct records,
or who do not have acceptable care and keeping standards are
refused
registrations privileges, fined or otherwise sanctioned. AKC
standards are
more strict than USDA standards. A look at the list of fines and
suspensions
in the AKC Gazette over the last several years is a clear
indication of this
fact.
4. Puppy mill problems are primarily from those who are not
operating
under AKC rules and who are not licensed by the USDA.
5. A growing number of puppies bred in others countries are being
imported into the US for commercial sale. There is no regulation
of the
kennels producing these dogs.
6. Rescue groups connected to the animal rights movement, as
opposed to
animal welfare groups, are importing street dogs and pupppies to
fill
shelters and these groups are not regulated
