Around here the specialists are doing OCD surgery by arthoscopy now.  It's less 
invasive, recovery quicker, and most of the ones I know of done around here are 
running around $900-1,000.  Downside it seems to be a little more expensive.  
Bottom line regular vets can do it but I would want the best for my dog.  Take x-rays 
and dog to a specialist.
