My questions would be, "Who owns this dog, and are we interested in the
welfare of (1) the dog and (2) the owner or (3) the breeder?"  Do you have
some kind of contract with the breeder?

Cindy,exactly! I know that neutering would help too. I have talked to my
breeder about this and she doesnt seem to interested in having me neuter
him.
